Video-To-Video Compare

Currently, CSAM-Buster compares videos using a frame-by-frame method. This method permits bad actors to embed CP in non-offending videos as a way of having the non-offending videos (when posted without CP) banned.

Video-to-Video comparison should be implemented. Facebook themeslves seems to have already wrote a test for this exact purpose that can re-tooled for our use case.
