Implement mods, volunteers and moderation options, in general.

Moderation for the merger, tasks:

• Stickies
• Force spoiler images option for volunteers and mods
• Make it possible for the user to trust all mods, all volunteers, certain volunteers but all mods, certain mods but all volunteers, the community blacklist or nobody
• Make it configurable for a board owner, whether or not to allow mods to add other mods(in case the owner leaves)
• A community blacklist, in case hubs become abandoned by their owners/mods. <- maybe
