Inducing Paraphilias isn't working

Expected Behavior

Giong into personal attention/Change plans and pressing button to induce Paraphilia with full strenght fetish

Current Behavior

No button and instead just the text:"Paraphilias can be induced from a strong fetish." even with full strenght fetish and no other Paraphilia not savefile dependent
