[BUG] The Security Expansion mod military manager can only deploy 2 units max in any battle

Expected Behavior

Only two units can be deployed when it should allow much more units to be deployed.

Current Behavior

Steps to Reproduce

1. Open military upgrade
2. Do not recruit for couple of weeks
3. Recruit and upgrade
