Move the button "Apply rules" Away from "Remove Rule" from the RA

I'm always frustrated when i click in the Remove Rule when i click the Apply rule

alternative solution

give the option to disable autosave in the RA and the alert to save before exit

this already happen a couple times but this is the first i had such big edit that didn't saved
