Repopulation Focus

is it designed to be very hard to achieve? Or is it successful if taken as the first FS?

I am trying to understand why I keep failing at it. Currently its my last FS.

Using debug I can see that the FS suffers 33% drop immediately during the week. Since increases are in increments of 20%, this makes it near impossible to implement.

And now it seems to be suffering a 100% drop when implemented.
