Swain Q desync

Describe the issue

Swain raven is having a desync on his Q, this didnt happen in earlier builds. Culprit seems to be !36 (merged), since it isnt happening in brokenwings- 7570c15b but its happening in brokenwings- 4670c0ef and the commit next to that one is related to monsterscripts

To Reproduce

Steps to reproduce the behavior:

1. Play Swain
2. Press Q on minion
3. Causes desync since Q cd seems to be related to Raven despawning

Expected behavior

For Swain to Q to go on CD correctly
