This PR changes the maxWait argument for the CommonLimitFunction function to 1 second rather than infinity. The reasoning behind this was that all current uses of CommonLimitFunction set maxWait to 1 second anyway, and having a default of 1 second is less likely to cause issues where the limited function never executes, and 1 second seems like a pretty sensible default.
