Monthly post-merge CI cleanup

  • Lint run
  • NoKneel isn't a prerequisite
  • Prerequisites aren't item properties
  • Extended options don't have a name property
  • Fix newProperty type
  • Layers cannot be locked
  • Missing # in hex color code
  • Remove duplicate ComboBelt name since it's marked as a DynamicGroupName
  • Remove Slow effect from the BalletMittens's options since it's set on the asset
  • Mark the InflatableDress as not having a lock layer
