MAINT: Misc chat-related styling changes

Three minor changes to the chat area:

  • Ensure that the scroll bar is shown unconditionally (again), rather than only when the chat area overflows
  • Fixes the values of three aria properties
  • Use more font-size dependent width/height units in the /changelog output, ensuring that it should generally look a little bit better regardless of font size
