Added RJW Quirks support with a subproject

Without the RJW Quirks submod, the QuirkUtility will simply return false, otherwise it will be patched by the Quirks support "submod".

For added convenience, the project configuration files have been updated to automatically download RJW mod assemblies into a directory inside the project and fetch packages from NuGet where possible.
