Added cookbook mechanic

This should add a new cookbook for purchase in a random event at the Connudatus street market. When purchased, it allows the player to teach themselves new recipes on their own time in the orphanage kitchen when it's usable. The cookbook is 10k to make it a little more difficult to access, and the self-teach action takes 30 minutes and uses a housekeeping skill check of 1 to 1000.
