Adds the framework for a magic system in TW. Hypnosis actions have been moved and now use the modular Youjutsu framework.
Currently there's two forms of Youjutsu that are in this merge request
Danmaku
This is required for any Touhou to use Danmaku. If you or the Touhou don't have the ability to Danmaku, you cannot fight. It takes 200 Danmaku EXP (level B 3) to learn Danmaku if the character did not start with the ability to use danmaku.
Hypnosis
Can be gained for 250,000 yen from the new hypnosis trainer event. This has the JP hypnosis stuff as well as a new command called Talent Reassignment, which uses a LOT of MP to reassign one mental talent.
Also adds an original hypnosis trainer daily event, which allows you to change the trait of a girl for 20,000 yen. This is also the trainer that allows you to learn Hypnosis.
Youjutsu score is based off the abilities learned and the max MP and is visible on the character menu
A function that sets the default MP values based off their Danmaku ability has also been included as well, so that Touhous have MP from the start.
