Resolves Sentry issue SPNATI-RE.

Three volatile reaction passes could potentially be needed even if everyone has already had the chance to react to anything the leftmost character is saying and the rightmost character has had the chance to react to what everyone else is saying.

It could be that player 4 is the only one to set a marker, then in the first pass player 3 reacts to that, then player 2 reacts to player 3, and finally player 1 reacts to player 2.

To avoid having a character's own marker on a `hand` line trigger another `hand` line in the same exchange phase, require at least one volatile condition in `updateVolatileBehaviour`.

`currentPriority` is redundant; it's just `chosenState.parentCase.priority` (as long as a `chosenState` exists).
