Flandre V1-3 Chips

Added Flandre V1-3 chips, updated chip library, chip icon graphics, flandre chip drops, slight adjustment to FlandreDS chip, added files to csproj, added chip names/descriptions to language files.

Slight weirdness with update of chip graphic file due to my local git having issues and gitguds web ide being funky.
