Draft: Daughters always matrilinear gamerule

This is a small mod that I used for some of my runs. Basically, it adds the option for daughters to always be part of their mothers' dynasty. It also adds a small renown modifier to your paelexes, to offset the massively reduced dynasty size.

This has two advantages: 1: It allows you collect houses. I have always been a bit annoyed that the conquered houses basically die out after 1-2 generations. 2: It allows you to properly use the admin government (or all governments with noble houses), as it prevents the noble houses from dying out. Seeing how your new regula government uses the admin mechanics, I thought this might be useful to you.
