Adjust TODOs for completed councillor tasks, and add assets for upcoming but not yet implemented raid leader task.

There are a few different pretty minor things in TODOs included here:

1. Clean up done TODOs relating to completed councillor tasks.
2. Add some additional implementation thoughts for the scout targets raid leader task.
3. Add a new TODO based on some replies on the LL thread which would allow for bloodline tally goals to take effect in the achieving Magister's lifetime - specifically, players using immortal Magisters end up not seeing these take effect at all.

Separately, I've also gone ahead and included the task icon & related full res assets for task_scout_targets. I had these sitting around, but wanted to go ahead and get these committed to avoid them sitting only locally, even if they are not technically used by the mod yet.

Otherwise, with this, everything that I had WIP is sent from my local repository. I'll be AFK again for a bit.

Once I get back, depending on the state of things, I'll probably take a look at implementing task_scout_targets if that isn't already done.
