Move all slave lists to pure DOM output, and use <<includeDOM>> to include... 

Move all slave lists to pure DOM output, and use <<includeDOM>> to include them in their host passages.
Simplify NGP slave selection a bit and remove the $slavesToImport global.
Split JS portions of underperformingSlaves.tw into underperformingSlaves.js.
