protect lurcher removal (it's always supposed to be safe to remove a job that a slave doesn't actually hold)

Always use assignJob/removeJob to manipulate $fighterIDs so that the Job ID Map doesn't get out of sync.

When removing an agent with a partner, don't just change her partner's assignment...actually run removeJob on her instead, so that the Job ID Map gets updated correctly.

2. Automatically fire agents who aren't assigned arcologies at week end.
3. If attempting to assign an agent to an arcology that already has one, fire the existing agent first.
4. Never attempt to auto-reassign agents with assignJobSafely (we don't know what arcology they were leading, so it's never safe).

removeJob() can select new assignment for a slave, so we have to remove
it from that one, instead of the assignment the slave came to assignJob()
with, when moving him to a new assignment.

Hopefully fixes #1808.
