New scriptables for suggestions

adds set_suggestion and prioritize_suggestion to dayscript

  • set_suggestion will force suggestion to be added when triggered, regardless of hypnosis gain chance
  • prioritize suggestion will add that suggestion, but only if hypnosis gain is triggered

adds set_suggestion to whenscript

  • set_suggestion will just add that hypnosis when script is triggered.
