Menials can make you money in accordance with demand, but they should never LOSE you money in accordance with demand, even if demand is negative.  At worst they sit idle.

1. Non-repop Pregnancy/Motherly Preference policies go in the main section, not gated behind racial FSes.
2. Set FS gating requirement for Neo-Imperialist SMR.
3. Broke up "Race" section.  Eugenics gets its own section and the Breeder Proposal status gets moved there, instead of only showing up for Supremacist/Subjugationist arcologies.  Subjugationism and Supremacism also get their own sections instead of sharing one; they don't need to be special.
