RA Autosurgery when asked to perform voice modification applies contradictory surgeries.

Expected Behavior

if you set up an RA rule to apply surgery automatically under Voice Modification giving it a target, it should reach that target and be done.

Current Behavior

if you set up an RA rule to apply surgery automatically under Voice Modification, and you tell it feminine, it appears it can get stuck and attempt to reverse its own modification, both lowering and raising the voice each week leading to constant unnecessary surgeries and consequent health effects.

Steps to Reproduce

1. Uncertain. Doesn't happen to every slave, just about one in 10.
