Rules Assistant is not applying "Tightening" Autosurgery

Expected Behavior

Rule Assistant should automatically tighten orifice when vagina or asshole value becomes greater than '1'

Current Behavior

Rule Assistant doesn't automatically tighten orifice when vagina or asshole value becomes greater than '1'.

Steps to Reproduce

1. Set AutoSurgery to 'Tightening' in a new rule, set condition to always
2. Make sure there is a slave than has a greater value than '1' for vagina or asshole
3. Run rule and notice that Rule assistant will not execute 'Tightening'

Are they in a facility? RA surgeries apply in the penthouse only.

Upon further testing it seems like this is correct. Closing issue as it isn't a bug, albeit, kind of annoying it only triggers for slaves in the penthouse.
