Budgets' scene intro

Both rep and cash budgets have seen work since these were written:

1. Cash budget no longer contains any links to relevant categories, players must find them on their own.
2. Rep budget no longer fuzzes results using symbols, we're now comfortable showing players numerical values directly.

Made sense to rewrite the intro scenes a bit.
