Make economy calculations work when frozen, and cleanup

Rearrange economy calculations so we get valid demand when transport is frozen. Make a bunch of economy variables more local and clean up NaN checks. When frozen, visitor count drops to zero, menial slaves retire correctly, and dense apartment immigration attraction is correctly suppressed.
