Fix Rules Assistant crashing in newgame+

Following up on previously reported issue #4277 (closed)
Loading a newgame+ save and entering the rules assistant on latest pregmod-master results in the following error:
saveSettings expects a current_rule global variable to be set, but we should handle it gracefully when it is not. I'm guessing this has been broken since 7b675d74.
