Fix Master Suite fertility drugs priority

Simply rearranged the check so that if you have both fertility drugs and hyper fertility drugs enabled in the Master Suite, the hyper drugs are given instead of the standard drugs.

Honestly, it seems to me like V.masterSuitePregnancyFertilityDrugs and V.masterSuiteHyperPregnancy should be condensed into a single variable of value 0, 1, or 2, rather than two booleans. Doesn't look like it should be too difficult a change to make, apart from having to correct the variables in BC, but I wanted to offer the lighter approach and ask first rather than just rush into it.
