Empty Gene Mod RA tab fix and 35th week pregnancy notice

indf requested to merge indf/fc-pregmod-dev:various-changes into pregmod-master

The Gene Mod tab in the RA has a sole "Gene Mods" when no mod is unlocked so I hid it until one mod is unlocked;

I also gave #5215 (closed) a try (also in #5413) and added an option for another pregnancy notice in the 35th week. From what I understand, this is the last week before the first birth check in a normal pregnancy (I'm not entirely sure if it covers the slow and fast gestation pregnancies).
