Assorted Antebellum Revivalism Fixes

Concerning #5570, I left the following comment there, asking if it would be alright to edit the monstergirl description. As is, every FS case gets the same prelude description of the following:

${HeA}'s a cute little ${assistantRace()} monster ${girlA} with ${assistantRaceSkin("pale")} skin, perky breasts, green tentacles instead of hair, and two dicks. ${HisA} eyes are large, expressive, and surprisingly innocent.`

I'd like to edit this slightly, and prepend it to every description other than mine, where it clashes pretty badly. I didn't pay enough attention when I was originally writing this description some time ago. I acknowledge that this change would be a little out-of-place, so I'll get if we want to avoid it.

Finally, on #4606, I decided to re-balance the economic stuff and lean into the welfare thing as originally written.

Note: the commit history is a little strange, so some of the older commits appear with the same information (username, email) as the newer ones, but the UI doesn't correctly link to my account. Not sure how to resolve this.
