Make servant quarter upgrade do something
Description and notes
As far as I could tell the servant quarter monitoring upgrade did absolutely nothing expect cost upkeep.
Made it do as the description says:
- Increases servant efficiency.
- Chance for disobedient slaves to be caught and punished, increasing their devotion and possibly fear.
Added a bit of flavor text as well for this effect.
