slaveIndices Conversion 8

Continuing the conversion. SecExp folder was short, and I'm starting through the pregmod folder now. Also fixed a few issues listed below

1. Copy/pasted the arcology initialization to be before the nationality initialization because new games kept throwing errors of $arcologies[0] being undefined when setting subjugationist/supremecist races.
2. Why are we just deleting random entries from the $heroSlaves array when starting in cheatmode? The cheatmode database slaves are never added to $heroSlaves.
