another batch of RA fixes

• minor case dupe, template string omission
• fix input fields not setting their linked variables properly when unfocused
• fix missing servants quarters in RAO
• fix checkboxes not getting ticked even when they ought to be
• fix dumb leg accessory bug
• port ClearSummaryCache to JS and call it when applying rules

I haven't been able replicate fertility drugs not setting properly. It might have been fixed accidentally at some point?
