dinner party cannibalism mod revival

Someone managed to dig up the source code for it. Execution needs to be updated still, but it doesn't break anything as long as it isn't run.

Cannibalism will be locked to seeExtreme and a policy. This event will behave similar to the "Regular Entertainments" policy.
