Fix

Fixes #443 (closed). Probably. Turns out the new costs stuff should be in backwards compatibility just in case the cashX function is used between upgrading versions and continuing to the next week.

You know, I'm surprised I didn't think of that being the cause after deciding the other issue they posted was due to the budget changes not being initialized yet.
