Preparatory organization

Just moved some functions into slaveStatsChecker.js and futureSocieties.js. I haven't moved them into the self-executing functions yet because I don't want this to be too big. I can do that one at a time in the future when there's less of a chance of merge conflicts.

Also removed the ClearFacilityDecorations widget because the FacilityDecorationCleanup function already does all that, and it's already called every time a future society is removed.
