Smart Bullet Vibrator
Added a "smart" variant of the bullet vibrator and its effects to saLongTermEffects (which was annoying to write, to say the least). The values may still need some tweaking, but it's pretty close to where it should be. There might also be a few rough patches in saLongTermEffects where things didn't copy-and-paste properly, so keep an eye out for those.
