java sanity improvements

• moved exclusion of variables in a separate config file, devTools/javaSanityCheck/ignoredVariables.

• If a variable is excluded, but found more than once it will complain: future-proofing WIP variables

• You can now exclude specific checks for a file instead of all checks, see devTools/javaSanityCheck/exclued.
