Checking for cheatMode when doing random rolls for events.

For review, I fixed a bunch of this but worried some things got reverted.
The basic idea is that normal qualifications will be checked for, but if we are testing events we shouldn't have to deal with random rolls.

Or maybe a third variable, but on master ONLY cheatmode allows you to choose events from a list, and that's the feature I am trying to compliment here. Just trying to make those lists more complete. If you qualify for it, it's shown, no need for random.
