Fixes for budget pages

  1. Don't output sugarcube macros from budgetLine(), just HTML.
  2. Initialize a few rep expenses variables (probably fixes #1419 (closed)...at least it fixes the only save I have where I can duplicate it).
  3. Change budget sheet rep formatting to output − entities instead of literal -, so that Sugarcube doesn't smash consecutive minus signs up into em-dashes.
