Make fRelation work correctly from walkPast in Extended Family Mode.

WalkPast currently excludes the FRelation links when in Extended Family Mode because it "wasn't implemented yet."

Now it is.

Also removes the $relationType global variable, which is no longer needed.

This MR is a prerequisite for !6542 (merged) but is an independent fix; it shouldn't break anything in Legacy Family Mode.
