Update generateNewSlaveJS.js to have a separate function for generating chromosomes

I separated the code for generating chromosomes and put it in GenerateChromosome() so other files can use it in the future, including my commit in householdLiquidator.tw.

• GenerateGene() is already taken.
• I don't know how to link this to the other merge.
