  1. Fixes #1925 (closed) - some SecExp settings fail to survive BC because 0 is valid but they default to 1...0 is falsey, so || 1 will always set it to 1.
  2. Removes the $slavesWithWorkingDicks global state variable, which is only actually used locally in slaveAssignmentReport.
