adjust scope of birth()

MR description got eaten, ty gitgud.

Anyway, all this MR is doing is moving birth() out of allBirths() and into global scope, then adjusting indent. I think I'd rather write a parallel to allBirths for seBurst, instead of trying to do it all in one function.

Better eat the blob now when it's simple.
