New genetic quirks

Adds neoteny, progeria, galactorrhea and polyhydramnios as genetic quirks.

Polyhydramnios is still under construction due to difficulties actually testing it to fine tune the belly descriptions.

I'm sure I'm overlooking something with the rest, so that is why I am adding this as a WIP for the time being. I also really like that I can only spell two two of them. That won't come back to bite me ever.
