Move race data to a map

This MR moves App.Data.misc.filterRaces and its counterpart, App.Data.misc.filterRacesLowercase into a combined map. This makes it very easy to loop through the races and know what the name should be in data and in text.

I've been thinking of ways to do this for a while, and !8869 (merged) was a bit of a kick to get this going.

@svornost I've tested it, but you've been very helpful in reviewing map conversions in the past. Thoughts?
