reRecruit to JS

An important target, as one of the largest remaining tw files along with a large number of untyped slave additions. Drops the undocumented global $recruit.

edit: I apologize that this includes !9239 (merged) so it's a daisy chain, but the constructor for pram keeps typing happy and makes the console more useful. I can rebase once that's in.
