feat: add chrome extension

Hello !

First, thank you for all of your work on plexmediaserver and media player.

I have created an extension that will do the same as your crack on Windows application but inside of the browser.

I found out that web application use a call "/api/v2/features" that list the features available.

So i just intercepted this call to reply all the features.

I am planning to create a Dockerfile for plexmediaserver, including the web application hack for local browsing but i will need this merge first.

If you have any question in implementation or anything else, just ask !
