Fix idiot ball gameovers

1. Trigger Idiot Ball gameovers as soon as the relevant policy is enacted, instead of next time the player visits Policies. Conversely, do not trigger them if the relevant policy is repealed.
2. Fix gameover for Idiot Ball 2 so that it actually displays the vignette text instead of leaving the player in the dark.
3. Remove an unused variable from the salon
